According to reports, the Trump administration is preparing a series of executive measures aimed at the development of artificial intelligence (AI), with the goal of strengthening the United States’ capacity in energy supply to support the growing demands of AI expansion. The plan includes streamlining the procedures for power grid connection projects, establishing AI data centers on federal land, and considering the launch of a nationwide Cleaning Water Method licensing system. The government is expected to release an AI action plan and also plans to designate a specific day as AI Action Day to emphasize its commitment to expanding the AI industry.
Currently, the United States and China are engaged in a technological arms race, with both sides vying for economic and military supremacy. The vast data processing demands in the field of AI require a rapid increase in power supply, placing tremendous pressure on utilities and power grids in multiple states. The training of large-scale AI models is heavily reliant on electricity, leading to a significant surge in power demand in the U.S., the likes of which has not been seen in decades. According to data from power industry consultancy Grid Strategies, the growth rate of U.S. electricity demand from 2024 to 2029 is expected to be five times higher than forecasts made in 2022. Additionally, a report from Deloitte indicates that by 2035, the power demand for AI data centers could increase by more than 30 times.
The Trump administration’s proposal includes prioritizing the identification of more comprehensive power projects, advancing their placement on the grid interconnection list. The process of building new generation facilities and connecting them to the grid has long been burdened by extensive research requirements, which can take years to complete, while existing transmission infrastructure is already under immense strain. Choosing locations for data centers is equally challenging, as large facilities require significant space and resources, facing obstacles like zoning issues and public opposition. The government’s executive orders may offer project developers land managed by the Department of Defense or the Department of the Interior, helping to address related challenges.
Furthermore, earlier this year, Trump met with leaders from the tech industry at the White House, highlighting a project called Stargate. This billion-dollar initiative is jointly driven by the creators of ChatGPT, OpenAI, SoftBank, and Oracle, aiming to build data centers in the United States and create over 100,000 jobs. Trump views winning the AI race against China as a top priority, announcing a national energy emergency on his first day in office to eliminate all regulatory barriers to oil and natural gas extraction, as well as the construction of new gas and nuclear power plants.
